Well, after the 3rd reset it just "started working".
I'm happy that it worked. But sad because we may never know why it didn't before.

To be fair, the WM6.1 I'm running on my phone is officially not supported by T-Mobile (WM5.0 is highest they provide). The outstanding folks at xda developers (
http://forum.xda-developers.com) cook their own custom roms for WM6.1 and provide them to folks like me with older hardware/phones.

As far as I could determine, it really only took one reset once I had both the .NET runtime and backcountry nav installed successfully. I finally figured out I had to use the "copy to PDA and run" installation method due to the PC based exe installer installing to PDA main memory, not storage card, causing PDA to run out of memory during BCN install portion every time. But BCN starts everytime without a hitch now that everything is installed and happy. I'm eager to go outside and test it with GPS signal + maps!

But then I'm stuck at work until then.
