n error message cannot be displayed ... ?

So my ipaq 111 had a minor freakout, I had to do a hard reset, then reinstalled everything.  A fews day later I did a soft reset and it acted like a hard reset... but all my programs were still there. So now when I try to d/l more maps, I get this error message;
"An error message cannot be displayed because an optional resource assembly containing it cannot be found"
I can't uninstall as it doesn not show up on my Remove Programs list, so should I just reinstall the software over the current install? ???
